[AST-48] Added multi account voting explanation

Purpose

Updating the voting documentation to include an explanation about how to vote from mutliple accounts with the browser wallet.

Changes

Adding a section to voting.rst with a number list of steps to follow to change accounts when voting with the browser wallet.
