Add Verify and Access documentation

Purpose

To add documentation describing the Verify and Access solution. [DEV-485: Verify and Access documentation

Changes

New section named Concordium ID was added to the Docs menu to hold the Verify and Access documentation as well as future related documentation.
The following pages were added:

• index.rst
• how-it-works.rst
• select-verification-method.rst
• select-identity-provider.rst
• manage-transaction-costs.rst
• integrate.verification-flow.rst
• access-the-concordium-network.rst

The content was adapted from the original Google Doc to fit the documentation site format and structure. This included:

• Restructuring sections into individual pages with consistent heading hierarchy
• Reviewing and refining language for technical accuracy and clarity
• Standardizing terminology
• Adding internal cross-references and glossary hover text for key terms
• Converting formatting to RestructuredText with appropriate markup for lists, tables, and links
