Updates package to use IGRF14

While windows tests are "passing" it turns out they don't actually pass. Holdover from the last pull request that the system produces a green checkmark, for reasons unknown, even though windows has a number of issues.

I've got tests passing on Linux again. Windows can't import OMMBV.
