Debug switches set to different values do not build #4188

With the LIBSPDM_DEBUG_ENABLE default removed, LIBSPDM_DEBUG_PRINT_ENABLE=0 with LIBSPDM_DEBUG_BLOCK_ENABLE=1 fails in these places:

• libspdm_rsp_encap_challenge.c;
• with LIBSPDM_RECORD_TRANSCRIPT_DATA_SUPPORT=1, also in libspdm_com_crypto_service.c (five times) and libspdm_req_key_exchange.c.

With the transcript on, PRINT=1 with BLOCK=0 fails in libspdm_req_finish.c, libspdm_rsp_finish_rsp.c and libspdm_rsp_key_exchange_rsp.c (undeclared hash_data). Clang also rejects LIBSPDM_DEBUG_ASSERT_ENABLE=0 with BLOCK=1 in libspdm_rsp_measurements.c:384.
