Add link to MAINTAINERS.md file in CONTRIBUTING.md

Problem

There is insufficient guidance on releases in the CONTRIBUTING.md file in tier 4.

Solution

Add the link to the relevant file.

We should add this this same sentence to the other CONTRIBUTING.md templates, atleast Tier2 and Tier3. Tier1 shouldn't have a CONTRIBUTING.md template by default IIRC, but if it does, we should add it there also.
