This change introduces the simdutf8 crate to accelerate UTF-8 validation within ArrayData. It uses a hybrid approach: a fast-path check with simdutf8 for valid strings, and a fallback to the standard library's std::str::from_utf8 for invalid strings. This provides a ~15.3% performance improvement in the validate_utf8_array_data benchmark while preserving detailed error messages for compatibility.
