[SQG] Resolve base branch correctly for releases

What does this PR do?

Right now we don't upload size changes (deltas) for release branches. Also, sometimes we see that the ancestor wasn't calculated properly most probably due to a stale cache of main branch in S3. This PR does 3 things:

• Use COMPARE_TO_BRANCH variable to determine base branch. As a fall back we use Github API to acquire target branch from the PR directly.
• Upload SQG reports for release branches
• Always do git fetch prior to calculating an ancestor
