This allows setup that don't/can't rely on env vars to still choose the config lib. This will be removed once ntm is GA

What does this PR do?
This allows NTM to be enabled through the configuration file rather than just via env vars.
This PR also, fix a bug in the GUI where the config was used before it could be initializd.
