Description
Create docker base image for dd-library-php.
Since release 0.95.0 the ddtracer and the appsec extension packages have been unified.
There is a system-tests PR that uses the unified package: DataDog/system-tests#1998
We need to push the php docker base image with the new unified package.
Tap into this PR to fix circleci system-tests job execution.
