Fixes DOCS-14485
Adds a GovCloud unavailability banner to the Session Replay Heatmaps page. Heatmaps are not available on US1-FED (
gov) or US2-FED (gov2) sites. This banner follows the same pattern used elsewhere in the Session Replay docs.Merge instructions
