[datadog_logs_archive] Add partitioning_attributes and lookup_attributes to Log Archives resource

Note: waiting to merge until day before next scheduled Terraform provider release (June 17).

Summary

• Adds the partitioning_attributes and lookup_attributes fields to the datadog_logs_archive resource
• Reads these new fields from the API response and syncs it to Terraform state via updateLogsArchiveState
• Writes the new fields to the API request payload via buildDatadogArchiveCreateReq

Additional Notes

• Bumps the version of the datadog-api-client-go client to get the latest updates to Log Archives. This adds additional changes related to LLM observability and issue streams from the make docs commands.
