[DAPS-DEPS] Update cpp-py-formatter to 0.3.3

Description

This PR aims to

• Add a dry-run github action to verify the dep will compile
• Move cargo edition from 2024 -> 2018 since Rust 1.85 is currently (02/11/2025) only available as a nightly release
• Remove .ok_or method and manage git_diff.unwrap() locking/unlocking

How Was This Tested?

Installing

1. Ensure you have rust installed
2. cargo install --path .
3. cpp-py-format
4. Will get usage
