Switch to official Modular community channel

Update to use official Modular community channel now that small-time is available on that channel, so that lightbug_http can also be distributed through the official channel

@carolinefrasca looks good, adjusted the publish script. Before we merge, just want to make sure small_time resolves on Prefix. Can you check out this comment I left in the modular-community repo?
Right now, I'm getting Cannot solve the request because of: No candidates were found for small_time ==0.1.6. when trying to build locally
