[Bug]: When a previously deleted network is re-added, the network switch notification is not displayed within the dapp

Describe the bug

After re-adding of a previously deleted network, the network switch notification is not displayed when user navigates back to the dApp.

Present in 7.39.0 and in 7.40.0

Expected behavior

Notifications are consistently and accurately displayed after network-related actions

Steps to reproduce

1. Grant dApp permissions to a network
2. Navigate back to the wallet and delete this network
3. Go back to the dapp to see that the network is deleted
4. Re-add the same network from the wallet
5. Return to the dapp
6. See the network permissions are updated without the notification
