Add dockerfile and setup script with instructions for how to run

Install packages with uv for faster dependency resolutions and install times
Install chaco and enable to resolve ARM64 build issues
Pin traits to 6.3.2 to fix Color import errors (removed in newer versions)
Add startup script to set display variables in shell before script run and docker up
