* get_proposal() and get_safs_from_proposal() accept facility - this is required to get the correct URL (proposal number must be matched by the facility ID when making the PASS query)
* PASS requires both facility and proposal for queries to its proposal endpoints * Contributed by Stuart Campbell <[email protected]>
