MCore bump auto-fix status for dev:

Classification: Bridge broke itself
Evidence: On 2026-07-04, L0_Launch_training_resiliency (job 85128943779) invoked ft_launcher ... tests/functional_tests/test_groups/training/test_inprocess_restart.py and failed at log line 765 with ModuleNotFoundError("No module named 'mcp.types'"). This bump resolves nvidia-resiliency-ext 0.6.0.dev33+15a8515 with mcp 2.0.0b1 and mcp-types 2.0.0b1; that NVRx revision declares only mcp>=1.15.0 while retaining the MCP 1.x import layout. The only MCore commit beyond the 2026-07-03 dev bump is bfa33263ca06 (DeepSeek-v4 context-parallel support), so it does not account for the import failure.
Fix PR: #4644 — existing open fix; no duplicate branch or PR opened. As checked on 2026-07-04, all 103 reported checks are complete with no failures or pending checks.
Guards: no code guards added or removed. #4644 adds the dependency compatibility override mcp>=1.15,<2 with TODO: remove when nvidia-resiliency-ext supports MCP 2.x.
Validation: #4644 reports uv lock --check passed; uv run --no-sync pre-commit run --all-files passed; CW interactive command uv run --no-sync python -m pytest tests/unit_tests/training/test_inprocess_restart.py tests/unit_tests/training/test_nvrx_straggler.py -v passed with 48 tests (Slurm job 13397996, exit 0:0). Its CI L0_Launch_training_resiliency and Nemo_CICD_Test checks also passed.
