Add a description
As discussed in the Road Network Model working group, OSI lacks a model of the road surface. This leads to a lot of unclearity, e.g. it is not clear, in which direction the hight of road elements or objects should point to (as discussed in #436).
Furthermore, the road topology might be important input to sensor models (e.g. for reflection-based sensor models).
Two approaches for modelling the road surface were discussed (grid approach and spline / polynomial approaches). This is a suggestion for describing the road topology with a grid approach.
Certain things need to be discussed (see inline TODO).
