submodule(rocket-chip): bump rocket-chip

[linjuanZ]

Though CAS related operations are added in MemoryOpConstants in the previous pr #3958, the code concerning cache coherence is located in rocket-chip, which can only import MemoryOpConstants from rocket-chip. Therefore, CAS related code is moved to rocket-chip in this commit.
