Added short documentation.
Reorganize cpanfile to use requires_by_perl consistently.
As result of it, sort requirements alphabetically.

Use better word to describe intention.

Modules marked as `do_not_install`
(or `skip` after the update) are not prevented from being installed.
They still can be installed as a dependency.
and sort required modules aplhabetically
(though for most pleasant developer experience one may need to use folding)
