Fixed events

A fixed event is deterministic. At a basic level, it is determined by when lineages are sampled in time. We have to assume that these quantities are known. Next, we generate the transmission tree that determines when various compartments become infected. If the transmission tree is resolved by this process, then the infection times become fixed events.
