Create Learning Resources card for RHACS #170

Doron Caspin asked that we add a Documentation link tile for Red Hat Advanced Cluster Security.

Kerry Carmichael supplied the permalink I used for this card,
https://access.redhat.com/documentation/en-us/red_hat_advanced_cluster_security_for_kubernetes/
which will link to the latest version of the docs for RHACS.

Here is a preview of the card I created with the Preview Tool:

Note: I specified the Application Services > Learning Resources page for the location of this tile. A preview of that current page is below. This is the section where Advanced Cluster Security appears in console.redhat.com.

If we want the card to appear instead, or in addition to, in OpenShift > Learning Resources, I can make that change in this PR before it is merged.

This looks good! Note that the URL will be changing around the time of RH Summit, to a docs.redhat.com URL, but there will be redirects in place and this link will still work. We can change it after they publish the docs.redhat.com site.

I think it's in the right place for now. I'm not sure if it's OK/desirable to also add to the OpenShift -> Learning Resources page - I would think it would be OK, since it's used with OpenShift, but I don't know who makes that decision.

If you want to add the same tile to the OpenShift bundle, you can add a new bundle tag. Once a resource can be listed on multiple pages.

I'll merge the content now. Feel free to update the bundle tags if you want to.
