Add template pixi.toml

To get people up and running quickly (especially those with limited conda experience) prepare a template pixi.toml that includes the basic development environment dependencies for ROS and some aliases to get past some of the common gotchas when starting up.

Although it was already merged i added another review. Travelling atm so only on my phone, otherwise may have just made new PR

Feel free to do a new PR once you are back from travelling, as I guess it is not obvious how to address reviews on already merged PRs.
