refactor: isTrue -> isNotNul, isFalse -> isNil로 이름 변경

feat: Error 핸들링에 맞게 에러 모듈 생성

- enum 변수 E* prefix 추가
- unknown 타입 error를 OMCT에서 사용하는 ErrorResponse 타입으로 바꾸는 parseError 함수 구현
- errorKeyValue에 선언한 errorno를 parameter로 받는 OmctError 클래스 구현
