Updates seismic dependencies and adds EIP-7702 authorization list support to TxSeismic transactions.

Phase 2

Cargo.toml:393-416 — Dependency updates point to PR branches with TODO comments. These should be updated to point to merged commits once the upstream PRs are merged to avoid potential instability.

crates/anvil/core/src/eth/transaction/mod.rs:1980 — Test now uses dummy signature instead of verifying against expected signer. If signature verification was testing important cryptographic functionality, that coverage is now lost.
