Adds a protocol parameter for a treasury address. The address defaults to the zero address. The zero address serves as a sentinel value. If it is set, then the
suggested_fee_recipientfor a new block is set to thewithdrawal_credentialsof the block proposer.If the treasury address is non-zero, then the treasury address is used as the
suggested_fee_recipient.
