Ruby tests are currently not making it pass Build Site on main. By downgrading the version, Ruby tests will successfully get past Build Site. Ruby tests still won't pass on main until PR #590 is also merged.

A section link on the Registration Feed linked to section 4 instead of the correct section 3, causing a fail in the Ruby test. This PR updates the link to be correct so that the Ruby tests will pass.
Ruby tests will only pass after PR #589 is also merged.
