This PR moves the remaining C API handle types to inherit from
CAPIHandle. Unlike previous handle types, these were not moved to their own independently linkable object library for now. Also, one of the handles (consolidation plan) has a very small API surface, and was declared inline intiledb_struct_def.h, instead of its own subdirectory intiledb/api/c_api.TYPE: NO_HISTORY
