Issue description

At least two issue identified when retracting preprint pads:

• when retracting a single preprint pad at a time, the retraction works. However, it is not possible to published the status=1 pad again.
• when retracting multiple preprint pads at a time, the retraction does not work. There is an error in the backend when deleting from review_requests (not sure if this is always, or only for pads for which reviews are requested).
• TO DO: test for published (reviewed) pads
