Use dependency group for dev dependencies

Scope and purpose

This moves dev dependencies out of [project.optional-dependencies] and into [dependency-groups]. Now we just need to wait for tooling support. See PEP 735.

• pip >= 25.1
• pip-tools (Implement a --group flag for dependency-group parsing for pip-compile jazzband/pip-tools#2175)
• tox
• Update tox.ini to use dependency groups when installing.

Less important:

• hatch (Hatch environments support PEP735 dependency-groups pypa/hatch#1922)
• uv
