Departure window fixes

Changes:

• Added two stage trigger for QSY -> Once for QSY once to dismiss. Green box indicates handed off
• Only adds to list if on departure runway -> No longer adds when crossing arrival runway (e.g. LL/CC)
• Changed auto dismiss to 5 mins / 11k feet which ever is sooner
• add up carat when airplae is known to be airborne
• get UKCP airborne QSY

Note: This PR also adds a TCP interafce with UKCP

The demo image shows a MAXIT handoff frequency being LL INT N when LTC S is online. Not sure if this is a bug or you had manipulated something while testing?

This has been fixed now. We always check to see if a freq has been updated in UKCP
