Английскую локаль уникальным (не официальным) прототипам добавлять не надо

Перемести в продублированную папку (или если её нет, продублируй путь до папки) по пути ru-RU/starshine/ss14-ru/prototypes/entities/clothing/shoes/specific.ftl
