This PR moves the ApplyConfig transformation and utils for extracting configs into finn and extends it by adding subgraph handling. With this move the qonnx PR can be closed: fastmachinelearning/qonnx#212
Since this is using the current qonnx main, there is a dependency of this PR to #1468
