Commit 501114a reworked the logic for bit masks controlling the the l4 noc firewall, but changed the default behavior to not disable the firewall between the dmac and l4 peripherals. This update restores the original behavior.

Commit 501114a reworked the logic for bit masks controlling the the l4 noc firewall, but changed the default behavior to not disable the firewall between the dmac and l4 peripherals on the stratix10. This update restores the original behavior.
This will allow firmware loaded by u-boot on a stratix10 board to have communication between the dmac and l4 peripherals under the default build configuration. This cannot be (easily) changed at runtime since the registers controlling the l4 noc firewall are secure access only.
