refactor(arbiter-core): Environment simplification

Give an overview of the tasks completed
Went through and simplified the EnvironmentParameters and EnvironmentBuilder a good bit. Replaced the enums in the EnvironmentParameters with more basic EVM settings that can be used. Dropped math.rs entirely.
