#### Problem solana-labs#3762 added the `--skip-tools-install` to skip installing the platform tools somewhere, and solana-labs#4061 added the `--no-rustup-override` flag to avoid using rustup, but it's not documented in the changelog. #### Summary of changes Add a line describing the changes.
