Problem

#3762 added the --skip-tools-install to skip installing the platform tools somewhere, and #4061 added the --no-rustup-override flag to avoid using rustup, but it's not documented in the changelog.

Apologies for the late review... missed the alert.

#### Problem

solana-labs#3762 added the `--skip-tools-install` to skip installing the platform
tools somewhere, and solana-labs#4061 added the `--no-rustup-override` flag to
avoid using rustup, but it's not documented in the changelog.

I rebased and included the other flag added in #4061
