This PR updates dev/release/README.md with the new version numbers, including a few changes that were required based on updated versions of the referenced images. I also had to be more flexible about the
pythonused by the R package to do the bundling since on Windowspython3launches an interactive Window and fails (whilepythonis the thing that gets installed more typically by the Python installer).I removed centos7 from the directions since that image no longer exists! (We still test against it in CI using an old previously built image).
