Dont retry operations when they can't succeed

Right now, we are overretrying on non-retriable errors. This especially came up in the context of dry runs where we spin for 10 minutes trying a dry run locally even if the operation will never succeed. This is non-ideal since running remotely on a runner can potentially still work without the dry run succeeding.
