feat: add initial testing core library #107

Adds the initial Arcus.Testing.Core library with tech-independent functionality.

  • DisposableCollection for a test-friendly approach on disposing multiple test fixtures;
  • TestConfig for a test-friendly approach on retrieving external application configuration values;
  • ResourceDirectory for a test-friendly approach on retrieving local resource files.

Relates to #90 as the Testing Framework supported retrieval of resource files and usage of external values for contacting Azure resources.
