Description
For NEAR gas cost optimizations refactored
BLS12-381precompiles to use NEAR host functions fromNEP-488.➡️ This PR extends and will be merged to: near/nearcore#12928
➡️ Related NEP-488 bug report: near/nearcore#12928
Tests
➡️ Refactored BLS12-381 tests.
➡️ Added special skipping rules, related to NEP-488 bug.
