fix: regenerate README with terraform-docs v0.19.0 (CI) - #188

The v4.8.1 README was regenerated with terraform-docs v0.24.0, whose table separator style differs from the v0.19.0 the CI pins. The Lint job's docs-freshness check fails on main since aws-ia#185. Single-line fix.

CI - Lint & Validatefailure onmainintroduced by #185: the README was regenerated with terraform-docs v0.24.0 locally, whose table-separator style differs byte-wise from the v0.19.0 pinned in the workflow (Check docs are up to datediffs the regenerated README). Single-line change produced by running terraform-docs v0.19.0 exactly as CI does.
