Disable WebTorrent handling in Brave by default

Description

Set to Chromium default behavior by default. Today, Brave assumes handling of .torrent and magnet links through our own WebTorrent UI. It's an older integration that has limitations including concurrent downloads and will require a larger refactor in the future.

Brave Settings>Extensions>WebTorrent should be set to OFF

Steps to reproduce

1. Download .torrent or click a magnet link

Actual result

Opens in Brave or downloaded via built-in torrent downloader

Expected result

Should fallback to default Chromium behavior to download via Downloads or open in supported app (magnet link).
