This PR differentiates between hovers and selections, plus it reworks focusing (via mouse and also keyboard) too.
Hovering is still grey, but selection is a light blue, similar to both Nautilus and some parts of PatternFly, such as toggle groups https://www.patternfly.org/components/toggle-group
