ROLLBACK AND CHAIN is not valid CRDB sql. The PG adapter uses this command for its `restart_db_transaction` functionality.

restart_db_transactionfunctionality.I'm not sure if this is needed in the 8.x.x versions of the adapter, but we are running in to issues in production due to this. Here's the implementing PR from activerecord rails/rails#44526
