refactor: bump flutter version to 3.19.0

Updating flutter and dart version

Changes

• Update Flutter version to 3.19.0;
• Update Dart version to 3.3.0;
• Add TextScalerUtility;
• Deprecate textScaleFactor, replacing by textScaler;
• Update tests of TextSpec and create deprecated ones;
• Add ignore_for_file on every spec.g.
