The forth column makes this quite difficult to read when formatted:
Is there a different format? Perhaps a bulleted listing?

Well, it was a list before, and that is even less readable.
Due to the limited-intelligence table formatter in xml2rfc, we'd need to reduce the minimum with of the other columns to get more space for "Description".
"Label" will shrink when the actual value goes there (3 characters wide), going down to the width of "Label". We could replace the URLs in "Value registry" by notes, making this much less wide.

Oh, and it looks much better in the actual RFC fonts, but I'll try the above.
