Observability-only release (#169): peer-status heartbeat + full sync-stack log filter (peat_protocol/iroh). No dependency change — still on peat-mesh rc.40 — so it ships independently of the in-flight RC chain, giving operators eyes on two-node container deployments now (the peer status line shows connected_peers vs known_peers, which is exactly what diagnoses attachment-delivery config).

peer statusline (connected_peers vs known_peers) is the key signal for attachment-delivery config issues.
