Dependency bump to peat-mesh rc.43 + peat-protocol rc.26 (+ peat-cli pin). Brings inbound-known_peers single-dial sufficiency (peat-mesh#261), provider gossip (peat-mesh#262), the distribution relocation (peat#992), and the ADR-071 convergence seam (peat#991, opt-in). One test-fixture line for the new DistributionDocument.collection field; no runtime change.
