In the past we had a dev workflow where we could test changes out, but since I've simplified the release process (by pinning it to the main branch instead of release tags) this dev workflow doesn't work anymore. The reason I changed the release process was a) it made CI simpler and b) it prevented the CLA workflow from being "stuck" every time I made a new release. Removing the dev workflow also allows us to directly call the CLA Ruleset workflow, making the CI logic easier to follow.
