Quarantines
RoutingTest.NavigationLock_OverlappingNavigationsCancelExistingNavigations_PushStatedue to intermittent failures observed 44 times acrossmain-branch and merged-PR CI over the past 30 days. The failure is a
Browser.Equaltiming assertion inside the navigation-lock/browser-history interaction test, consistent with flakiness rather than a real regression. This test also runs (via inheritance, not override) asServerExecutionTests.ServerRoutingTest.NavigationLock_OverlappingNavigationsCancelExistingNavigations_PushState; quarantining the base method covers that variant too.Tracking issue: https://github.com/dotnet/aspnetcore/issues/#68642
